You're assuming the timing belt holds the fixed relationship between intake/exhaust valve timing and crank. In that case you absolutely need to do the compression leakdown test at TDC. As aliaZ points out at BDC you'll necessarily have valve overlap, the exhaust valve is starting to open, and you'll get faulty leakdown readings. In my case I have to take off the timing belt and remove the exhaust valve cams to replace the valve stem seals anyway thereby loosing that relationship to the crankshaft. I can then set individual pistons at BDC, do a leakdown test, and keep all valves closed as I see fit. But I've got to be damn careful when I move from one cylinder to another that I don't accidentally bind up some valve across the cylinder banks while moving the crank. A risk I've decided to take to avoid the $$ and time of taking the heads off.
